Where these came from

These are On Running's published colours, as recorded for on.com. A published palette can carry colours that never appear in the logo: a secondary, or one used only on packaging. That is the reason to prefer it over reading the mark.

What it does not carry is how much of anything each colour covers, so there are no percentages here. Where we have read a brand's logo instead, those percentages appear and this paragraph says so instead.

Is this On Running's official palette?

It is the palette on their brand record, which is as close to official as a third party gets. A full brand book usually holds more: tints, a print-only colour, rules about where each one goes.

Can I use these colours?

A hex code is not protected. Using On Running's palette to pass work off as theirs is a trademark problem, and the same colours in your own moodboard, chart or comparison deck are not.
